We are greatly saddened to announce that our Public Officer, Phil Thew of McCarrs Creek Road passed away on 27th May 2025.
He was a respected member of our committee and also someone we all considered a friend. His warmth, wisdom, and steady presence will be missed more than words can express.

ANNUAL GENERAL MEETING MINUTES Wednesday 2 April 2025 7.00-8.50 pm (Social Hour 6.00-7.00 pm).
BCPRA Committee Attendees: P Blanchard (President); S Todd (Vice President); M Silk (Treasurer); J Rosen (Secretary); P Thew (Public Officer); R Legg-Bagg (Website Manager); J Hatfield (Communications Officer).
Elected Representative Invitees: J Scruby (Member for Pittwater; S Heins (NBC Mayor); Pittwater Ward Councillors M Korzy, R Dillon and M Singh. NBC Community Liaison Co-ordinator: A Johnston.
President Blanchard welcomed all attendees.
J Rosen presented apologies (J Roche, N Koch), read minutes of AGM 2024. Minutes accepted by S Todd, seconded J Hatfield.
M Silk presented BCPRA Financial Statement Calendar Year 2024. Statement accepted: P Thew Seconded J Hatfield.
President’s Report. The President’s report was wide ranging, including recently completed improved Scout Hall to Baths walkway, to present NBC integrated planning for Baths/Groyne/Wharf precinct. He spoke of the financially supported updating of the Thomas Stephens Reserve and road realignment at Church Point which are due to commence shortly, and the increasingly broad range of issues being addressed by BCPRA including traffic safety on Cabbage Tree Rd Bayview and water drainage issues throughout Pittwater. Members present were encouraged to inform neighbours and friends of BCPRA activities and to volunteer to join the organising committee. President advised that while the 2024 committee standing down, all committee members re-nominated for their current positions. President’s report was accepted by S Todd, seconded J Hatfield.
Returning Officer F Legg Bagg indicated that as current committee remained unchanged no voting was necessary, and returned meeting to President Blanchard. The President closed AGM formalities and moved to Q and A session.

J Scruby MP, State Member for Pittwater.
Ms Scruby’s speech included report of 50 more buses ordered to improve the service from Mona Vale to Wynyard. She spoke of the need for state member to work closely with both the federal member and local government. She spoke of the current audit of Northern Beaches Hospital services following two recent infant deaths. She noted awareness that State Grants to assist with financing the regeneration of the Bayview Baths/Groyne/Wharf precinct could well be needed. She then took questions from the floor.
Sue Heins, NBC Mayor.
Mayor Heins spoke of problems relating to state planning focussing on Mona Vale which remove planning control from Council. Significantly increased number of residents will require increased infrastructure. With NBC no longer in control of planning which is now in state hands management and financing of necessary increased infrastructure problematic for local government.
She then presented in detail NBC plans for integrated Bayview Baths/Groyne/Whard precinct. Groyne repairs planned for this financial year, NBC funded. Design and replacement of wharf and tidal pool: Wharf planned for tender 2025, construction 2025/26. Initial budget from NBC Capital Budget with NBC applying for a grant from Transport NSW to part finance. Tidal pool to be integrated with the wharf structure, listed for tender 2026/27, construction 2026/27. Budgetary situation unclear, may well need additional grant funding.
Mayor Heins then spoke of dangerous waterfront pathway from the Pasadena to Bennett’s Beach. Previous funding withdrawn, no present funding available so timing of any repair unclear.
She then took questions from the floor, many focussing on continuing problems with the Church Point cargo wharf. Cameras intended to replace bollards presently up to replacement # 3 or 4, as earlier cameras have not provided sufficiently clear images to enable identification of transgressors. She was questioned also about illegal camping and open fires in the McCarrs Creek Reserve, despite clear new signage specifying both fires and camping illegal in the Reserve. Camping also becoming a problem in Rowland Reserve. Her response to problems re lack of compliance was that NBC has insufficient number of Rangers to enforce compliance.
Informal discussions continued but as Golf Club closes at 9.00pm, meeting essentially finished at 8.50pm in order to vacate the premises by 9.00.
The Bayview Church Point Residents Association (BCPRA) is a not for profit incorporated community association open to all adult residents of Bayview and Church Point.
BCPRA has been representing the interests of our local community for over 100 years. In this role it has regular contact with State and local government authorities as well as the community we serve.
The association is managed by a committee elected each year at an annual general meeting. The committee meets each month to discuss local issues and through consultation, strives to represent the best interests of local residents.
