Bayview Church Point Residents Association Inc

The Bayview Church Point Residents Association (BCPRA) is a not for profit incorporated community association open to all adult residents of Bayview and Church Point.

BCPRA has been representing the interests of our local community for over 100 years. In this role it has regular contact with State and local government authorities as well as the community we serve.

The association is managed by a committee elected each year at an annual general meeting. The committee meets each month to discuss local issues and through consultation, strives to represent the best interests of local residents.

Preserving and enhancing the unique environment and quality of the area

Facilitating environmentally sustainable progress

Maintaining ongoing rapport with Council, MPs, Police and local authorities ensuring awareness of local issues

Liaising with other Associations and Residents groups to ensure a meaningful voice in local matters

AGM 4th April 2024

The AGM was held on a dark and stormy night with high winds and lashings of rain. Despite this there was good attendance of members and a very informative lineup of guest speakers including Rory Amon State MP, Sue Heins NBC Mayor. Minutes are available below.

Committee membership remains stable at 6 members with one resigning due to leaving the area and one rejoining after time spent overseas.

ANNUAL GENERAL MEETING (AGM) MINUTES

held on Thursday 4 April 2024 (5-6.40pm) at Bayview Golf Club.

BCPRA Committee Attendees: Peter Blanchard (President), Stephen Todd (Vice President), David Shields (Treasurer), Robert Legg-Bagg (Committee Member) and Michael Silk (Committee Member)

Apologies: Jenny Rosen (Secretary), Phil Thew (Public Officer), Margaret Thew, Jeffrey Quinn, Diane Drumgold, Allis Hansen, Jennifer Cummins

Invitees: Rory Amon NSW State MP (Member for Pittwater), Sue Heins (NBC Mayor), Pittwater Ward Councillors (Michael Gencher, Miranda Korzy and Karina Page) and Andrew Johnston (NBC Community Liaison Coordinator)

  1. Welcome: The President acknowledged all the attendees at the AGM.

  2. Ordinary Business:

    1. a)  Previous 2023 AGM Minutes: S Todd provided a brief overview of the Minutes of the previous AGM held on 1 June 2023. This included topics such as the objectives of the Association, Church Point Plan of Management, Commuter Wharf facilities and also tabling of the Association’s Annual Financial Report 2022. These Minutes were subsequently accepted at this current AGM.

    2. b)  President’s Report: P Blanchard indicated that the Association’s role is becoming broader with greater interaction and input required with various local Community Groups and the NBC. Examples include the Association’s involvement with the NSW Government’s Housing Strategy and also the Council’s engagement with the health and development of the Pittwater Waterway.

      In addition the Association has actively campaigned on local issues affecting residents such as the Bayview Walkway (now under construction), Bayview Baths (under review), St Luke’s Grammar Pittwater Road (traffic congestion), Cargo Wharf (bollards & security camera), Commuter Wharf (expansion), McCarrs Creek Reserve (camping, fire pits, poor social behaviour), Church Point Plan of Management (Thomas Stephens Reserve upgrade, Amenities Block refurbishment, McCarrs Creek/Pittwater Road realignment, etc) and also Public Transport (Bus 156 size & patronage).

    3. c)  Treasurer’s Report: D Shields provided an overview of the financial performance of the Association referring to the Income and Expenditure Statement for the twelve month period ending 31 December 2023. The Association held $6,470 with the National Australia Bank.

d) The President closed the AGM handing over to the Returning Officer Jill Bridgman who stated that with only one nomination for each Committee Position no voting was required and subsequently handed back to the President, Peter Blanchard. The President advised that M Silk will now take on the role of Treasurer from D Shields and welcomed J Hatfield’s appointment as a new Committee Member.

In addition the President encouraged Members to consider joining the management committee and taking a more active role in the Association’s business agenda. We are currently looking to fill up to three further vacancies.

  1. Special Business - Constitutional Amendments:

    P Blanchard asked the financial Association Members in attendance at the AGM to consider three proposed amendments to the BCPRA Constitution i.e.

    Amendment 1 - Clause 2 replace the word “Objects” with “Objectives”.

    Amendment 2 - Clause 3 to be amended to read “Membership is open to all residents of Bayview and Church Point and to other people with interests in the area aligned with the Objectives of this Constitution and subject to approval by the Committee”.

    Amendment 3 - Clause 6 to be amended to read “A member is not entitled to vote at any general meeting of the Association unless all money due and payable by the member has been paid.”

    After discussion attendees were asked to complete the distributed Voting Form marking with either a Yes or No to each proposed change to the Constitution. As a result the President advised that all three proposed Constitutional amendments have been endorsed with voting results as follows: Amendment 1 (100%), Amendment 2 (84%) and Amendment 3 (100%).

  2. Invitees Question and Answer Session:
    a)Pittwater MP (R Amon): The range of topics discussed included the following -

    i) Mona Vale Road Status - East completed however funding has been withdrawn by the NSW Government to enable completion of Mona Vale Road West.
    ii) State Government Planning Proposal - implications for the Northern Beaches.
    iii) Infrastructure - the need to have appropriate infrastructure (e.g. roads, schools, health, etc) to better support population growth and higher density housing.

    iv) Offshore Gas and Mining - Private Members Bill was supported by the NSW Government.
    v) Fit for Purpose Public Transport Vehicles - discussions held with the Minister for Transport. Preference is a smaller Shuttle Bus Service to Church Point.

    b) NBC Mayor (S Heins): The range of topics discussed included the following -

i) Wakehurst Parkway - flood mitigation and joint State and Federal funding. Expect to commence road works soon.
ii) State Planning Proposal - Council’s Planning Department identified issues of concern such as lack of clear Town Centre definition.

iii) Commuter Wharf Proposal - impact of proposal under review.
iv) Thomas Stephens Reserve Upgrade and Road Realignment - mentioned.
v) Bayview Baths Upgrade - not a priority but will be addressed in a few years.
vi) St Luke’s Road Congestion - difficult matter that Council is trying to address in consultation with the School and local Community.
vii) Captain Hunter Water Drainage - this is a longstanding issue (25 years) affecting a number of residences that appears not to have been satisfactorily resolved by the Council.

The Mayor suggested affected Residents take up this matter with A Johnston the Council Community Liaison Coordinator.
viii) Akuna Bay Loop - involves “Drag Racing” and “Time Trials” creating a hazard for local Residents and other Road users. Mayor will take up this matter with the Council Safety Committee.

The President thanked R Amon and S Heins for attending the AGM and participating in the discussions with Association Members.

5. Special Note: The President acknowledged the outstanding contribution of the outgoing Treasurer D Shields and also mentioned the effective contribution of A Johnston from the NBC.

Next Meeting: Regular BCPRA Committee meeting to be held on Thursday 2 May 2024.

Social Event

On 15th October 2023 the BCPRA committee hosted an open gathering where residents could meet each other as well as Federal, State & Local Council representatives to discuss local issues in an informal and constructive environment at Winnererremy Bay Park.

Federal Parliament member Dr Sophie Scamps, State Parliament member Rory Amon, Northern Beaches Mayor Sue Heins & Councillor Miranda Korzy all made themselves available on the day.

Approximately 40 residents were in attendance and enjoyed lively interactions.
