Update May 2022 - Letter from Council
17 May 2022
Bayview – Church Point Residents Association Incorporated
Attention Mr Peter Blanchard
info@bcpra.net
Dear Mr Blanchard
Our Ref: 2022/283036
Intersection King Edward Avenue and Pittwater Road Bayview
Thank you for your recent email received 10 May 2022 regarding update of investigations into at the above intersection.
Traffic counts have now been completed and reviewed.
The issue of speeding vehicles, especially those heading towards Church Point seems to be concentrated around the morning and afternoon peak periods generally, with the peak speed (0.1% of volume), in excess of 70km/h in a westbound direction.
The location has been added to the program for a safety improvement upgrade which could include a pedestrian refuge to address the low volume of pedestrians crossing Pittwater Road. Once a workable concept has been developed, consultation will be undertaken with the community. An application for a proactive safety upgrade will be lodged with the Blackspot Program concurrently with the consultation on several options to obtain funding. Application open shortly for the 2023/24 grant program to allow the location to be assessed in line with other applications submitted by Council.
As an interim measure the portable speed signage will be rotated through the location to provide a positive reinforcement of the speed limit. Research has found that if these signs are left in place for a long period their effectiveness drops as drivers tend to ignore the message.
Should you require further information about matters raised in this letter please contact my office on 8495 6808.
Yours faithfully
Phil Devon - Manager – Transport Network
Update June 2022: Council have completed an assessment of safety issues and that the location has been added to the program for a safety improvement upgrade. It is envisaged this will also include lodging an application with the Blackspot Program to assist with obtaining funding.
